Local restrictions support grant

A grant fund is available for businesses which have had to close or adapt due to COVID-19 restrictions.

There are two grants available. If your business meets the eligibility criteria for both grants, you can use one application to apply for both.

You must apply by 27 November to receive the grant in the first week of December.

Local restrictions support grant (closed)

The Government announced new restrictions on 31 October which impact business in the non-essential retail, leisure, personal care, sports facilities and hospitality sectors.

The local restrictions support grant (closed) is available to support businesses for the fixed 28 day period from 5 November 2020 until 2 December 2020.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 4 November

Your business must also either:

  • have been closed for at least four weeks because of the national COVID-19 restrictions or
  • adapted the business to offer takeaway or click and collect.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that have chosen to close but are not required to. This includes businesses which were already closed directly before the restrictions were put in place.
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

Local restrictions support grant (open)

From 17 October to 4 November London was in COVID-19 alert level high.

The local restrictions support grant (open) is for this fixed period of time.

Eligibility

Your business must occupy property in Lewisham and pay business rates for the property.

Your business must also:

  • have been open as usual and providing in-person services from their business premises from 17 October to 4 November
  • be in the hospitality, leisure sector or provide overnight accommodation
  • have been forced to close due to national restrictions introduced on 5 November 2020.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that chose to close during this fixed period but were not required to
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

State aid limit

The local restrictions support grants count towards state aid.

The state aid limit for a 3-year period is €200,000.

If you have reached that threshold, you may still be eligible for funding under the COVID-19 Temporary Framework. The limit for the framework is €800,000.

If you apply we will ask you to declare that you will not exceed the relevant state aid limit.

Tax

Grant income is taxable.

The national restrictions grant needs to be included as income in the tax return of the business.

How to apply

There is one online application for both grants.

If you have more than one premises in Lewisham, you need to complete an application for each premises.

If you qualify for both grants, you will receive them in two separate payments.

You will need your:

  • eight digit business rates account number (from your bill)
  • 14 digit property reference number (from your bill)
  • business details
  • bank account details.
