Partners and duty to refer
Tell us about someone who could be homeless by using the online referral portal ALERT.
This works on Chrome, Safari, and Firefox internet browsers. Guides for using ALERT are available on the Jigsaw Website.
The Duty to Refer is a requirement of certain public bodies to tell a local authority about people using their services who they believe are homeless or threatened with becoming homeless within 56 days. The person being referred must consent to the referral.
If the person you are referring has nowhere to sleep tonight:
- direct them to our housing access point:

If a person is at an immediate risk of domestic violence, you should call the police. For more advice call the national domestic abuse helpline on 0808 2000 247.
If the person you are referring is rough sleeping
Tell StreetLink who will pass on their details to the nearest rough sleeping outreach team.
