Unitary Development Plan

Building Safety Levy: starts 1 October 2026

The Building Safety Levy (BSL) will come into effect on 1 October 2026. It is a tax on new dwellings and new bedspaces in purpose‑built student accommodation (PBSA).

Developers must pay the levy on certain building control applications or notices before completion or occupation of the building. The Council will collect the levy.

The Building Safety Levy (England) Regulations 2025 sets out how the levy will operate.

The UDP should not be used in decision making. Anyone considering new development in the borough that requires planning permission (for example, a new housing development, a conversion of a house to flats, the change of use of a shop) should consult the Local Development Framework and take note of the policies that will affect our decision on your planning application.

  • for inspection at all libraries 

  • for inspection or purchase from our office (£10 for local businesses and residents, £35 for others. Prices include post and packaging).
