Community infrastructure levy draft charging schedule consultation

The Council is reviewing our Community Infrastructure Levy (CIL) Draft Charging Schedule (DCS) for the first time in ten years, and we want to hear your views.

The current charging schedule was adopted in April 2015. We’re now proposing updated rates to ensure that the benefits of growth and development are fairly redistributed to the communities most affected, and to help deliver the vital infrastructure needed to support that growth.

We’re inviting residents, businesses, community groups, developers and other stakeholders to comment on the proposed changes before 11.59pm on Sunday 12 October 2025. 

What is CIL? 

The Community Infrastructure Levy (CIL) is a charge that local authorities can apply to new developments in their area. The Council then uses CIL to help fund the infrastructure needed to support growth across the borough, including things like schools, hospitals, roads, parks and leisure facilities. More information on how CIL is adopted, monitored and spent is set out in the Community Infrastructure Levy Regulations 2010 (as amended). 

The process of changing the schedule 

The first stage of adopting a new charging schedule is to consult on a Draft Charging Schedule (DCS) which sets out the proposed new charges for different types of development in the borough. This is informed by evidence produced by specialist consultants.  

The Council have increased CIL rates for developers in this Draft Charging Schedule, to ensure greater fairness when it comes to regeneration and development in the borough. This means as the borough undergoes growth, that can address long-standing infrastructure gaps, especially in the areas facing the greatest disadvantage. 

Have your say 

As part of this consultation, the private sector (developers, contractors), residents, businesses, community groups and other stakeholders are invited to comment on the on the DCS before 11.59am Sunday 12 October 2025. 

You will be able to comment on the associated evidence base and supporting documents (a Viability Review Report, Infrastructure Delivery Plan (IDP) 2024 and the Funding Gap Statement 2025).

Deadline: Feedback must be received by 11.59pm, Sunday 12 October 2025 to be considered. 

Responses will be submitted to an independent examination for consideration. We will update you as it progresses.   

Why your views matter 

The Council will review all responses and make any necessary amendments to the Draft Charging Schedule (DCS). 

We will store the data you provide and use it to send you updates about the Community Infrastructure Levy, including details of future consultation exercises. 

We will publish an anonymised summary of the responses received during the Draft Charging Schedule consultation on the Council’s website as part of the submission for independent examination.
