Building Safety Levy: starts 1 October 2026

The Building Safety Levy (BSL) will come into effect on 1 October 2026. It is a tax on new dwellings and new bedspaces in purpose‑built student accommodation (PBSA).

Developers must pay the levy on certain building control applications or notices before completion or occupation of the building. The Council will collect the levy.

The Building Safety Levy (England) Regulations 2025 sets out how the levy will operate.

The LDF Bromley Road, Southend Village Supplementary Planning Document (SPD) provides guidance for future development as well as a starting point for any future locality based regeneration in the area.

The SPD covers the Southend Village locality along Bromley Road – within part of Downham and Whitefoot wards and close to Bellingham ward.

The SPD contains an analysis of the area, a report of two consultation workshops run with residents and other stakeholders, an analysis of the capacity of the local social infrastructure to provide for new residents, a series of objectives and projects for the area, and development guidance on individual sites.
