The preferred options consultation was the seconds stage of the Local Development Framework consultation process.
Building Safety Levy: starts 1 October 2026

The Building Safety Levy (BSL) will come into effect on 1 October 2026. It is a tax on new dwellings and new bedspaces in purpose‑built student accommodation (PBSA).

Developers must pay the levy on certain building control applications or notices before completion or occupation of the building. The Council will collect the levy.

The Building Safety Levy (England) Regulations 2025 sets out how the levy will operate.

Consultation took place in 2007 and the document set out options for key development sites in the borough. Consultation on this document has now ended.

Following advice from the Government Office for London in 2007, priority was given to the production of the Core Strategy (the principal LDF document) and the Site Allocations development plan document was deferred.

As work on the Core Strategy progressed to its final stage, work on the Site Allocations document has resumed. The document has now been separated into two - the Site Allocations DPD and the Development Policies DPD.
