Building Safety Levy: starts 1 October 2026

The Building Safety Levy (BSL) will come into effect on 1 October 2026. It is a tax on new dwellings and new bedspaces in purpose‑built student accommodation (PBSA).

Developers must pay the levy on certain building control applications or notices before completion or occupation of the building. The Council will collect the levy.

The Building Safety Levy (England) Regulations 2025 sets out how the levy will operate.

The Development management local plan proposed submission or 'publication' version is the version the Council wish to submit to the Secretary of State for independent examination and adoption.

In general terms to be ‘sound’ means that the Council has all the various evidence reports required to justify the Council’s position and that the document will be effective, in that it is deliverable, flexible and able to be monitored. It must also be consistent with national policy.

Consultation on the proposed submission version of the plan ran for eight weeks from Friday 16 August to Friday 4 October 2013.
