How we determine spend on chief officers

Information about the Independent Executive Remuneration Panel (IERP), which advises on the pay framework for chief officer positions.

Lewisham Council’s Senior Management team consists of Executive Directors and Heads of Service. Between them, these officers are responsible for managing employees and the council’s budgets. While the pay levels for staff are determined based on a London-wide pay scale, to determine senior pay arrangements it is considered to be in the Council’s best interest to seek the advice of an independent Panel. 

The Council wants to ensure that pay levels provide the right levels of reward and motivation so that it is able to recruit and retain the best people while ensuring that levels are affordable by the Council and provide value for money for local taxpayers. The panel members themselves are paid a daily rate for attendance in accordance with other advisers to the Council.   

Michael Richardson CB

Michael Richardson is the Chair of the panel. He is a retired civil servant and  was the Chair of Lewisham NHS Primary Care Trust. Michael has a good knowledge of Lewisham and brings an objective and independent direction to the work of the panel.

Stuart Fraser CBE 

Stuart Fraser has been a resident of Lewisham for 40 years and has extensive local government and private sector experience. His cross sector expertise and understanding of governance issues provide an invaluable perspective to the panel.

Simon Pannell

Simon is a resident of Lewisham and has extensive Human Resources and employee relations experience. He has worked in local government as well as at a national level. Simon’s expertise shows the panel a broader perspective in a local context.    

Jo Morris

Jo Morris, a former employee and Lewisham resident for over 30 years, is Visiting Professor in Practice at the London School of Economics and Political Science (Gender Institute). Jo specialised in equal pay for a number of organisations, including Lewisham Council, NCCL (Liberty) and the Trades Union Congress. Until recently a European Commission appointed Expert Member to the European Institute for Gender Equality (EIGE), she is currently a member of a European Commission evaluation panel. She acts as an independent consultant to various international organisations on development, gender and labour rights.
