Challenge your parking ticket

If you feel that a parking ticket (Penalty Charge Notice) was issued incorrectly, you can challenge it.
Penalty Charge Notice (PCN) text message scam

There have been reports of text message scams relating to payment of PCNs. The Council never contacts motorists for payment of a PCN via text. If you get one of these text messages, ignore it and do not click on any links.


There are two stages to challenge a penalty charge notice (PCN):

  • informal challenge
  • formal representation.

 Your challenge will not be considered if you have already paid the penalty charge.

Informal challenge

If we receive your challenge within the 14 days discount period, we will put your PCN on hold until we respond. If your challenge is unsuccessful, you can still pay the discount amount.

If we receive your challenge after 14 days, you will have to pay the full amount if your challenge is unsuccessful.

To challenge your parking ticket, please use the online form below or write to the Parking Service Appeals Team.

Or challenge in writing

You will need to send us:

  • the penalty charge notice number
  • your vehicle registration number

  • your full name and address.

We cannot make decisions over the telephone.

Formal representation

You can only make formal representations on receipt of the Notice to Owner or the Enforcement Notice and you supply a relevant ground of appeal.

The Notice to Owner/Enforcement Notice may be issued to a person appearing to be the registered keeper of the vehicle, if the penalty is not paid within 28 days.

A form listing grounds for appeal will be attached to the Notice to Owner or Enforcement Notice. If the formal representations are rejected, you may need to pay the PCN in full. 

Parking appeal

If we reject your formal representation, you can make an appeal to the Independent Adjudicator at Environment and Traffic Adjudicators (ETA at London Tribunals

If you have a protected characteristic, listed in the Equality Act 2010, or another condition that makes it difficult for you to challenge or pay the Penalty Charge Notice, we will be happy to consider what reasonable adjustments we can make to assist you.
