The Government has made funding available to support businesses which have had to close or adapt due to the COVID-19 pandemic and enforced lockdown.

The Local Restriction Support Grants (LRSG) are for businesses registered for business rates with Lewisham. There are multiple grants available for different periods, based on which businesses had to close.

There is one application process for all the LRSG schemes. If your business is eligible for more than one scheme, you only need to complete one online form.

The different Local Restriction Support Grant schemes

Local restrictions support grant for open businesses: 17 October–4 November 2020 (Tier 2)

This grant scheme is for the fixed period from 17 October4 November 2020 when London was in Tier 2: High alert level. It supports businesses in the hospitality, leisure and overnight accommodation sectors that did not have to close but were severely affected by local restrictions.

Eligibility

Your business must occupy a property in Lewisham and pay business rates for the property.

Your business must also:

  • have been open as usual and providing in-person services from their business premises from 17 October to 4 November
  • be in the hospitality, leisure sector or provide overnight accommodation
  • have been forced to close due to national restrictions introduced on 5 November 2020.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that chose to close during this fixed period but were not required to
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

  • eight digit business rates account number (from your bill)
  • 14 digit property reference number (from your bill)

Sector specific grants: 1–4 November, 2–16 December 2020 and 17 December 2020–4 January 2021

This grant scheme is for businesses that were required to close when the first lockdown started on 23 March 2020 and have had to remain closed ever since.

It supports venues such as nightclubs, dance halls, discotheques, sexual entertainment venues and hostess bars.

Grants under this scheme are for the periods:

  • 14 November 2020
  • 216 December 2020 and
  • 17 January 2020–4 January 2021.

Local restrictions support grant (closed): 5 November–2 December 2020

The local restrictions support grant (closed), also known as National Lockdown Grant 2, is for the fixed 28 day period from 5 November–2 December 2020. It is available to support businesses in the non-essential retail, leisure, personal care, sports facilities and hospitality sectors.

You may also be eligible for the first phase of the Additional Restrictions Grant. If you are, we will contact you directly. Find out more about the Additional Restrictions Grant.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 4 November 2020.

Your business must also either:

  • have been closed 5 November–2 December 2020 because of the national COVID-19 restrictions or
  • adapted the business to offer takeaway or click and collect.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that have chosen to close but are not required to. This includes businesses which were already closed directly before the restrictions were put in place
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

Once you have applied for Local Restrictions Support Grant 17 October–4 November 2020, you will be on our system and will receive the Local restrictions support grant (closed): 5 November–2 December 2020 automatically. You do not need to apply again. We will pay each grant as a separate payment.

If you have more than one premises in Lewisham, you need to complete an application for each premises.

Local restrictions support grant for open businesses: 215 December 2020

The local restrictions support grant (open) is for the fixed period from 2–15 December 2020.

It is available to support businesses in the hotel, bed and breakfast, leisure and hospitality sectors that were still open but were severely impacted by the Tier 2 restrictions.

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 2 December.

Your business must also either:

  • have been closed from 2–15 December 2020 because of the national COVID-19 restrictions or

It supports businesses in the hospitality, leisure and overnight accommodation sectors required to close due to Tier 3 restrictions.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 16 December 2020.

Your business must also either have:

  • been closed for three days because of the national COVID-19 restrictions or
  • adapted the business to offer takeaway or click and collect.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that have chosen to close but are not required to. This includes businesses which were already closed directly before the restrictions were put in place
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

Local restrictions support grant for closed businesses (Tier 4): 20 December 2020–4 January 2021

This grant scheme is for the fixed period from 20 December 2020–2 January 2021 and 3–4 January 2021 when London was in Tier 4: stay home measures. It supports non-essential retail, leisure, personal care, sports facilities and hospitality businesses.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 20 December 2020.

Your business must also either:

  • have been closed for at least four weeks because of the national COVID-19 restrictions or
  • adapted the business to offer takeaway or click and collect.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors).

National lockdown grant (3): 5 January to mid-Feb

The National Lockdown Grant (3) is available to support businesses that were legally forced to close due to national lockdown restrictions beginning on 5 January 2021. We will confirm the end date upon further direction from central government.

The grant is available to support businesses in the non-essential retail, leisure, personal care, sports facilities and hospitality sectors.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 5 January 2021.

Your business must also either:

This application form is only for grants to support businesses in National Lockdown 3, which started on 5 January 2021.

Closed business lockdown payment (January)

This is a one-off top up grant to support businesses required to close from 5 January 2021 due to national lockdown restrictions. This includes businesses in non-essential retail, leisure, hospitality, personal care and sports facilities.

Eligibility

Your business must:

  • occupy a property in Lewisham and pay business rates for the property
  • have been trading prior to 4 January 2021.

Your business must also either:

  • have been closed for a period of at least 42 days because of the national COVID-19 restrictions or
  • adapted the business to offer takeaway or click and collect.

Exclusions

The grant will not be paid to businesses:

  • whose substantive business is a take away
  • that are able to continue to trade because they can operate their services effectively remotely (e.g. accountants, solicitors)
  • that have chosen to close but are not required to. This includes businesses which were already closed directly before the restrictions were put in place
  • subject to insolvency or striking off action
  • that have not been allowed to open since 23 March 2020. We will contact these businesses directly about a different grant available to them
  • that have already reached the state aid limit.

How to apply

Apply for the Closed Business Lockdown Payment (CBLP) via this online form.

This grant is to support businesses in National Lockdown 3, which started on 5th January 2021. It is in addition to the National Lockdown Grant 3. Businesses that are eligible for that are also eligible for the CBLP.

You do not need to apply for this grant if you previously applied for and received the LRSG (Closed) for November. We will automatically process your payment for the CBLP shortly.

If you are eligible but have not yet applied for the LRSG (Closed) Addendum for November, please complete a ‘Comments and Enquiries’ form to request this payment.

What happens next

We understand that this is an extremely challenging time for businesses and we are working as quickly as possible to process applications. However due to the large number of applications, it may take slightly longer than we would like. We are working around the clock to ensure businesses are getting the money they are entitled to.

State aid

The Local Restrictions Support Grants count towards state aid.

The state aid limit for a 3-year period is €200,000.

If you have reached that threshold, you may still be eligible for funding under the COVID-19 Temporary Framework. The limit for the framework is €800,000.

If you apply we will ask you to declare that you will not exceed the relevant state aid limit.

Grant income is taxable. The local restrictions support grants need to be included as income in the tax return of the business.
